Feasibility analysis for the expansion of the Designated Recycling Items List of information technology and telecommunication products

The purpose of this project, Feasibility analysis for the expansion of the Designated Recycling Items List of information technology and telecommunication products, is to evaluate the possibility of including new due-to-recycle products from 15 candidate items. This project was started with data collection through telephone interviews and field investigations. Data collected can be classified into two types: 1. opinions of consumers, recycling business operators and environmental protection officials towards the recycling of new items, and, 2. basic physical information about the 15 evaluated products and their status in the municipal waste streams. After collecting the fundamental information about the 15 items, the research team conducted the procedure of Analytic Hierarchy Process to determine the priority of recycling of these 15 items. At the same time, thorough analysis on the first five items from the evaluation results was proceeded to clarify the material components including hazardous contents of each product. Also information about the factors determining the recycling fee of each of the five products, such as the amounts of annual sales nationwide and the net costs of recycling operation, were acquired and the future recycling fees were thus estimated. Besides, five forum meetings about the recycling of the top five new items were held to gather opinions from the perspectives of stakeholders. Finally, based on the synthesized information through this entire project, the research team made conclusions on the recycling necessity of the 15 evaluated items and suggestions for supplementary instrument installation or recycling regulation changes in the future.
